Job description
“Please note that the University is obligated, in terms of recent amendments to the Criminal Law (Sexual Offences and Related Matters) Amendment Act 2021 (Act 13 of 2021), to assess all prospective employees (including applicants) against the National Register for Sex Offenders (NRSO). The outcome of such an assessment may have an impact upon possible employment with the University.
The role of Central Compliance Officer supports the processes which resides within the compliance office for proper integration in the applicable departments.
- Implement the University’s Central Compliance Management Implementation Plan in the divisions;
- Support management to Identify, assess and manage compliance obligations in the divisions;
- Plan and facilitate compliance workshops for the assessment of compliance risks;
- Support compliance office to facilitate the development and maintenance of a compliance universe and cascade the relevant obligations in the divisions;
- Monitor regulatory development on continuous basis to identify relevant developments and changes in the university regulatory landscape;
- Continuously review and maintain the divisions compliance profiles;
- Align the nominated compliance champions to the central compliance initiatives and solicit collaboration to implement the central compliance office initiatives;
- Incorporate compliance obligations into operational procedures manuals where appropriate;
- Review and guide the improvement of controls and measures to meet compliance;
- Document Compliance Risk Management Plans (CRMPs) of the prioritised compliance risks centralised in the compliance office through collaboration with the divisions;
- Develop compliance risk monitoring plans and conduct independent monitoring in line with prescribed central compliance monitoring programme;
- Coordinate submission of regulatory returns for the divisions;
- Identify, investigate and report compliance issues, irregularities and violations;
- Collate and prepare (academic / support) compliance status reports and presentations for the senior management and/or oversight management, in accordance with the prescribed central compliance office status report standard;
- Support management with advice through compliance related initiatives, i.e due diligence, new products, new projects etc;
- Represent compliance office at divisional management committees and other key stakeholder committees to embed the compliance process and culture;
- Maintain divisions data input, quality and reporting on the compliance system, as well as electronic and physical record keeping;
- Conduct compliance requirements and controls training in the divisions.
Minimum requirements
- A Bcom-Law or equivalent – NQF 7 plus
- Legal qualification / Occupational Certificate: Compliance Officer NQF 6 with a CISA recognised postgraduate in compliance NQF 7
- Compliance Practitioner CPrac Designation
- 3 years’ working experience in a field of compliance assisting in implementing the compliance program at institution-wide capacity (“corporate level or division-wide”)
- Knowledge of the South African Legislative System
- Proficient in Microsoft Office Ms Word, Excel and PowerPoint
- Thorough knowledge and application of the Compliance Institute SA – Generally Accepted Compliance Practice Framework
- Maintain consistent self and team professionalism
- Facilitation of workshops and persuasion skills
- Project Management and Execution skills
- Ability to comfortably engage and collaborate with stakeholders at all levels
- Customer focused
- Research and reporting skills
- Ability to adapt technical business knowledge and apply it to various domains, such as finance, academic and operational
